It actually creates a microscopic film on all metal surfaces that blocks the metal from moisture and even rust-causing oxygen. The boundary layer this rust inhibitor creates won’t ever drip off, so it’s effectiveness isn’t reduced over time, and it also doesn’t reduce the oil’s ability to protect the engine when it is running.
